You get one talent point per level from 10. A tier opens after 5 points in the tiers above it in the same tree, and a talent joined by a line to one above it needs that one maxed first.

It no longer scales with your off-hand weapon's attack power; Blizzard: it "does not scale with Attack Power but is a rolling DoT compared to Classic/Vanilla". Arms, Fury and Protection builds take it for extra damage on crits.

The level-30 Arms talents, with Deep Wounds moved ahead of Anger Management, then the Arms endpoint build for 31–60 (its Fury points minus Raging Blows, and Deflection and Spearing Strike instead of Improved Heroic Strike). With the Talented legacy perk every step comes five levels sooner (26 points at 30). A common alternative takes Cruelty first and Mortal Strike at 45; this order trades five levels of +5% crit for Mortal Strike at 40.

Arms, level 30 21/0/0 Tested in beta (in a beta build, with its date)

Levelling build. Improved Tactical Mastery 5/5 opens Anger Management, and Sweeping Strikes lands at 30. Alternatively, take Improved Heroic Strike 2 and Impale 1 instead of Deflection and Spearing Strike. A 26-point (Talented) build skips Deflection and takes Improved Heroic Strike 3, Impale 2, Two-Handed Weapon Specialization 2 and Bloodthrill 3 (unverified: its allocation isn't confirmed). With the Talented legacy perk, add Bloodthrill 5. Order: the Arms levelling order above, keeping this build's talents.
